In 2019, the European Union Aviation Safety Agency (EASA) and other aviation authorities grounded the Boeing 737 MAX after two crashes.

While most countries have since lifted the ban, China and Russia have been outliers. S7 Airlines was the only Chinese airline operating the 737 MAX before the ban, and the Civil Aviation Administration of China (CAAC) has remained tight-lipped about its plans for the plane's return to service. However, in March 2021, the CAAC announced its participation in a press conference examining the 737 MAX's return to service.
