India has hit E20 early, but what comes next for ethanol's growth, investments, and policy direction ahead?

AS TENSIONS SIMMER ACROSS, West Asia—one of the world’s most critical oil-producing regions—the fragility of global energy supply chains has once again come into sharp focus.

For a country like India, which imports over 85 per cent of its crude oil needs, even a marginal disruption can translate into higher import bills, currency pressure, and inflationary spillovers.

In this context, ethanol blending is no longer just an environmental or agricultural policy—it is a strategic hedge. By substituting imported fossil fuels with domestically produced biofuels, India is quietly building a buffer against external shocks. And yet, having achieved 20 per cent ethanol blending ahead of schedule, the question now shifts from achievement to direction: what comes next?

The E20 milestone marks a structural pivot in India's energy architecture. By December 2025, blending levels had already reached around 19.24 per cent, delivering tangible macroeconomic and environmental gains—crude oil import substitution of 260 lakh tonnes, foreign exchange savings of Rs 1.55 lakh crore, and emissions reduction of nearly 790 lakh metric tonnes. What was once a policy aspiration has now become a measurable outcome.

The Success Paradox

But success has created its own paradox. India's ethanol production capacity has surged to nearly 1,990 crore litres, with projections of 2,500 crore litres in the near term. Against this, demand at the E20 level is estimated at roughly 1,050 crore litres. Expressions of interest from producers already aggregate to around 1,776 crore litres—signal-ling a clear surplus even before additional capacity comes online.

This imbalance raises a critical question: has India built too much capacity, too quickly? The answer lies less in overcapacity and more in underdeveloped demand.
