PM urged to axe Cambodian MoUs

Political activists have petitioned Prime Minister Anutin Charnvirakul to revoke two memorandums of understanding signed in 2000 and 2001 (MoUs 43 and 44) with Cambodia, citing serious breaches of international treaty law.

Panthep Puapongpan, chairman of the Thailand Watch Foundation, together with Thai Pakdee Party leader Warong Dechgitvigrom, yesterday submitted a petition to Mr Anutin, also interior minister, urging the government to revoke MoUs 43 and 44.

Mr Panthep argued that Cambodia had committed a serious breach of MoU 43 under Article 60 of the Vienna Convention on the Law of Treaties 1969 and that MoU 44 — a temporary agreement — was impractical under Article 56 of the same convention.

Keep heart rate guidelines in mind while exercising

DEAR DOCTORS: I'm a 55-year-old man, and I have been active all my life. I know target heart rates are based on age and was surprised that my heart rate while running is often between 150 and 195. Should I slow down a bit? I jog alone in a rural area and rarely carry my phone. Is this dangerous?
