County's leaders refuse to give up on holding back devastating floods

The scars of the devastating floods on Boxing Day 2015 are still felt across West Yorkshire.
From submerged high streets to people bailing out their flooded homes, the memories of that day are as strong as ever.
And every time the rain falls and the river levels rise the region holds its collective breath that it will not be forced to relive that awful day.
Leaders across West Yorkshire came together this week, not just to remember the heartbreaking scenes but to renew a promise.
They made pledge that next time the waters rise, West Yorkshire will be stronger and more resilient than ever to flood risk.
Coun Jonathan Pryor, deputy leader of Leeds City Council, said: “We're not just looking back on a flood, we're really remembering a moment that changed our city.
“It was a moment that tested us all in Leeds and across West Yorkshire.
