The Kerala High Court on Wednesday directed the state government to frame rules under the Kerala Prohibition of Ragging Act, 1998, for the effective implementation of anti-ragging norms in the state. A division bench comprising Chief Justice Nitin Jamdar and Justice C Jayachandran was considering a public interest litigation (PIL) filed by the Kerala State Legal Services Authority (Kelsa) requesting the intervention of the court in the wake of increasing ragging incidents
