THIRTEEN surplus shutters of the Mullaperiyar dam in Idukki were raised at 11.35 am on Sunday after the water level touched the rule curve mark of 136 ft on Saturday night. The shutters were lifted up to 30 cm to discharge 250 cusecs of water.
