COUNCILLORS face difficult decisions when it comes to renewable energy projects, as was amply demonstrated by the debate over plans for a huge solar farm in the Northumberland countryside.

The debate - which ended in the proposals being refused - revealed not a choice between options that were right and wrong but options that were both half-right and half-wrong.
