Should a suspect be handcuffed?

I decided to pen a few lines on the above issue. Ranil Wickremesinghe (RW) was arrested at the CID and produced in court with no handcuffs. I think it was correct as the handcuffing become necessary only in circumstances if the officers who take care of the suspect believe that the suspect could escape or turn violent. In the case of RW there was no reason for any violence or escape so he wasn’t handcuffed.
It’s the common view of the people that the suspect must be hand cuffed after arrest. This arose as a controversy when Yoshitha was arrested early this year and wasn’t handcuffed.
