Modi Doctrine is revealed in broadcast to the nation on Operation Sindoor: 'Nuclear blackmail won't work. No Indus water till Pakistan ends terrorism'

In a broadcast to the nation on Monday night on Operation Sindoor, Indian Prime Minister enunciated a policy vis-à-vis Pakistan that analysts are describing as the Modi Doctrine.
In the 22-minute speech broadcast live on national television in 10 languages, Modi underlined that Operation Sindoor is not just an operation but a doctrinal change and a policy against terrorism. It was a strike against terror infrastructure in Pakistan in response to the April 22 Pahalgam terror attack in Jammu and Kashmir that claimed 26 lives.
In the speech being rated as the best since he became Prime Minister 11 years ago, Modi stressed that this is not an era of war. In a message directed at Pakistan, he said this is also not an era of terrorism either.
He said that, after the surgical strike and air strike, Operation Sindoor is now India's policy against terrorism.
Operation Sindoor has carved out a new benchmark in our fight against terrorism and has set up a new parameter and new normal.
Elaborating his three-point doctrine, the Prime Minister said: "First, if there is a terrorist attack on India, a fitting reply will be given.
We will give a befitting response on our terms only. We will take strict action at every place from where the roots of terrorism emerge.
"Secondly, India will not tolerate any nuclear blackmail. India will strike precisely and decisively at the terrorist hideouts developing under the cover of nuclear blackmail.
"Thirdly, we will not differentiate between the government sponsoring ter rorism and the masterminds of terrorism. During Operation Sindoor, the world has again seen the ugly face of Pakistan, when top Pakistani army officers came to bid farewell to the slain terrorists. This is strong evidence of statesponsored terrorism. We will continue to take decisive steps to protect India and our citizens from any threat." Modi went on: "We have defeated Pakistan every time on the battlefield.
