TfL vows to crack down on persistent offenders who rack up Ulez fines

Transport for London is vowing to crack down on drivers who flout its ultra-low emission zone (Ulez) after revealing 94% of the more than £400m of fines fines owed have been racked up by persistent offenders.
Non-payers have been fined up to £17,000 this year, with one driver having his car seized and sold at auction after ignoring 130 warning letters and 14 visits by enforcement officers.
More than 97% of vehicles driven in the Ulez are compliant, and TfL said most people who drove more polluting, older vehicles paid the Ulez charge. It said a small minority, with four or more penalty notices, now accounted for 94% of the outstanding debt.
