Teachers’ group opposes CSC memo on social media use during campaign period

Alliance of Concerned Teachers (ACT) has urged the Civil Service Commission (CSC) to recall its recent memorandum prohibiting all government workers, including public school teachers, from liking, sharing or commenting on political posts in social media that would solicit support for or against any candidate or party during the campaign period.

In a statement, the ACT-National Capital Region Union (ACT-NCR) said the CSC’s recent memorandum circular is a “blatant and dangerous infringement” on the people’s constitutional right to free expression.

“The memorandum grossly oversteps legal bounds and contradicts Section 29 of Republic Act No. 2260 (Civil Service Act), which clearly affirms that while civil servants must refrain from engaging in partisan political activities, they are not prohibited from expressing their views on current political issues or from naming candidates they support,” the group said.

“The law recognizes that even as government workers, we remain citizens with fundamental rights to express political opinions—especially on matters that directly impact our lives and our work,” it added.
