Herbosa: Fund return vital to Universal Health Care

President Ferdinand "Bongbong" Marcos Jr. announced on Saturday, September 20, that P60 billion in excess funds of the Philippine Health Insurance Corp. (PhilHealth), previously transferred to the national treasury, will now be restored to the state health insurer.

The amount, according to the president, comes largely from savings generated by the Department of Public Works and Highways (DPWH) following a review of its proposed 2026 budget.

"Yung mga savings natin na bago, na galing sa ibang-ibang departamento, but mainly from Department of Public Works and Highways, ‘yung 60 billion na 'yan, ibabalik na natin sa PhilHealth," Marcos said during a visit to the Dr. Jose Fabella Memorial Hospital in Manila. (Our new savings, which came from different departments but mainly from the Department of Public Works and Highways, that P60 billion will now be returned to PhilHealth.)

The president said that the reallocation is intended to expand PhilHealth’s services and ensure wider access to healthcare.
