She explained that the payables mentioned could cover a wide range of obligations, such as progress billings for ongoing projects or even regular remittances like monthly Pag-IBIG and PhilHealth contributions.
Portraying payables as debt, she argued, creates unnecessary alarm and misrepresents the province's financial health.
Garcia emphasized that during her administration, Cebu's coffers consistently received more than P500 million as monthly shares from the National Tax Allocation.
The former governor also pointed out that the provincial government earned millions in revenue from economic enterprises such as the Cebu South and North Bus Terminals, Cebu-Manila Development Inc., and its joint venture with Filinvest in the IT Park Cyberzone.
"Our economic enterprises are also generating revenues," she said.
