Define “A Broken Capitol”

Of all the statements made by Governor Pam Baricuatro when she assumed office as the 27th governor of Cebu, her strongest denunciation yet of the previous administration was that she is supposedly entering "A Broken Capitol".

In fairness to both the former chief executive of the province and to the people of Cebu, that phrase has to be defined.

I suppose the new governor’s use of "Capitol" doesn’t refer only to the Capitol building itself but the overall state of the province, the quality of governance, as well as the condition of the province. Well, I think that such was based on a preliminary assessment and perusal of documents turned over a few hours ago. For sure, we don’t think such judgment was anchored on an in-depth analysis of the overall condition of the province.

One can say that it was also the fault of the outgoing administration for not fully cooperating in the transition process by, among other protocols, allowing the incoming team to examine the documents. In her speech, Pam made a preliminary statement, based on quick impressions, that the documents aren’t complete and not in order. Had the outgoing governor and her department turned over properly and completely, then the word "broken" would have a sufficient factual basis.
