Capitol surprises workers with random drug testing

Regular and casual employees of the Cebu Provincial Government were subjected to a surprise drug test on Monday, March 16, 2026, as part of the implementation of Executive Order No. 2 issued by Governor Pamela Baricuatro mandating a drug-free workplace.

The unannounced screening marks the first batch of drug testing conducted by the Capitol for 2026.
Assistant Provincial Administrator Aldwin Empaces said the activity was carried out in compliance with the governor’s directive to enforce a drug-free workplace policy across all Capitol offices.
Empaces said the testing is conducted on a random basis and will continue throughout the year.
