Thailand's Clean Air Bill stalls, but not silenced

Each winter, large parts of Thailand choke under haze from seasonal burning, vehicle exhaust and industrial emissions.

Years of efforts, from work-from-home policies to crop stubble bans, have barely dented the problem.

Now, activists see hope in the Clean Air Bill, which would enshrine the right to breathable air.

More than 20 000 citizens backed the measure, surpassing the threshold for public-initiated legislation, and the draft passed parliament's lower house in October.
