Onus on SA to repair US relations

Is Minister Ronald Lamola genuinely ignorant of the US' set conditions for good relations with South Africa, or is he intentionally hiding the truth from his fellow citizens ("SA's efforts to repair US ties undermined internally, says Lamola amid tariff fallout" (The Citizen, 4 August)?

The US made it clear that normalization of relations, which would also involve a lessening of tariffs, would require adherence to four very reasonable conditions.
