From Amarnath to Baisaran: A Pattern of Targeted Terror

The deliberate targeting of civilians, especially those from outside the region, has been a recurring feature of militancy in Kashmir. The attack not only underlined the ever-evolving threats in the valley but also revived painful memories embedded deep in the collective memory of Kashmiris and Indians alike.

On the evening of April 22, 2025, the verdant valley of Pahalgam, Kashmir-a destination long celebrated for its alpine serenity and spiritual significance-was torn apart by violence. Militants descended into the Baisaran valley and opened fire on unsuspecting tourists, allegedly after asking their names. Around 28 people were feared dead, dozens injured. It was not just another act of terrorism; it was a visceral wound on the psyche of a place that has fought long and hard to project peace amid perpetual conflict.

This tragedy, while fresh, echoes a tragic familiarity.

SHADOWS OF THE PAST

The Pahalgam terror attack is a stark reminder of a recurring pattern of violence in Kashmir, where militants have historically targeted civilians, particularly pilgrims and tourists, to instill fear and disrupt peace. This strategy has been employed repeatedly over the past decades, with notable incidents including the 2000 and 2002 Amarnath pilgrimage massacres.

The 2000 Amarnath pilgrimage massacre stands as one of the deadliest attacks on civilians in the region.

On August 1 and 2, 2000, Islamist militants carried out coordinated attacks in Anantnag and Doda districts, killing between 89 and 105 people and injuring at least 62 others. Among the victims were 21 Hindu pilgrims, seven local Muslim shopkeepers, and three security officers at the Nunwan base camp in Pahalgam. The attacks also targeted migrant laborers and a family of a surrendered militant, highlighting the indiscriminate nature of the violence.

Two years later, in August 2002, militants again targeted the Amarnath Yatra. On August 6, nine people were killed and 27 injured when Lashkar-e-Taiba terrorists opened fire at the Nunwan base camp in Pahalgam.
