South Africa’s film rebate debate

THE debate over South Africa's film and television rebate incentive continues to dominate discussions within the country’s screen industry.
Film and television professionals are increasingly calling on the government to develop a more sustainable and efficient rebate system to safeguard the sector's long-term viability.
At present, the Department of Trade and Industry Corporation (DTIC) manages South Africa's 25% rebate scheme. However, recently introduced guidelines have drawn criticism from local filmmakers, who argue that the application process has become overly complex and insufficiently transparent.
Adding to industry frustration is a substantial backlog of approved applications, with many filmmakers waiting years for their reimbursements.
These issues were brought into focus at a recent Netflix-hosted event, presented in partnership with the Gauteng Film Commission and the KwaZulu-Natal Tourism and Film Authority, where participants for the ScreenCraft Pathways training programme were announced.
At the event, questions were directed at the government regarding the restoration of an incentive that has positively impacted thousands of lives.
