A recent survey found that a staggering 44 per cent of Scottish teachers had experienced physical abuse or violence within the past year a shocking statistic which, you'd think, would lead to immediate government action.

In SNP Scotland, however, you never get action if you can have a consultation, a risk assessment, a working group or a set of guidelines instead. That's what they've done.
