Govt says regulations won't be discriminatory, misused
The new Promotion of Equity in Higher Education Institutions Regulations, 2026 of the University Grants Commission (UGC), which aims at replacing a 2012 anti-discrimination framework and making it binding for higher education institutions (HEIs) to implement it, has triggered massive protests and demonstrations at several places accross the country.
The government had January 13 notified new regulations mandating all HEIs to form “equity committees” to look into discrimination complaints and promote equity.
The UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026, mandated that these committees must include members of Other Backward Classes (OBCs), Scheduled Castes (SCs), Scheduled Tribes (STs), persons with disabilities (PwDs) and women.
