Gender-responsive PFM: Fostering equity and inclusion
July 09 2025
|Manila Bulletin
Assalamu alaikum wa Rahmatullahi wa Barakatuh. Our country has consistently been a strong advocate for women's empowerment and gender equality.
-
In fact, we are one of the first countries in Asia to institutionalize the Gender and Development (GAD) Budget Policy, commonly known as "The Women's Budget," through the 1995 General Appropriations Act (GAA), ensuring that allocations consider the different needs and perspectives of women and men, and promoting the empowerment of women and girls. This was further strengthened by the Magna Carta of Women (MCW), mandating the adoption of gender mainstreaming as one of the strategies for promoting, protecting, and fulfilling women's human rights, and achieving gender equality.
During the International Women's Day and National Women's Month celebration on March 8, 2025, President Ferdinand R. Marcos Jr. renewed the administration's commitment to promote, protect, and empower women, emphasizing that: "The Bagong Pilipinas we are building will always advocate for women's rights and vigorously oppose anything threatening their progress."
PEFA Gender-Responsive Assessment
Indeed, our country has gone a long way. However, I believe more needs to be done to fully achieve gender equality and women's empowerment.

Andres Bonifacio: He refused to accept injustice as destiny
Every Nov. 30, the nation pauses to honor Andres Bonifacio — the Supremo of the Katipunan, the Father of the Philippine Revolution, and the son of a tailor and a factory worker whose life story mirrors that of millions of ordinary Filipinos. His birthday is a national holiday not simply because he led an uprising, but because he embodied a vision of courage, integrity, and service that remains urgent today.
