The association said much had changed since the development was first proposed, including the rise of delivery motorbikes, the establishment of the Imhoff commercial centre and the possibility of further retail expansion in Ocean View, all of which added to the cumulative impact on the area.

Mr Dowling said the purpose of the public meeting was to unpack both the specific departures being applied for and the broader implications of the development within a changing regional retail landscape.
