UFOS could be operating from a base in our oceans, a US Congress hearing was told.

Lawmakers were warned footage exists of mystery craft emerging from beneath the waves.

Journalist Michael Shellenberger said under oath a source claimed to have seen footage of an "orb coming out of the ocean and being met by another orb" near Kuwait.
