THE worst L-plate drivers could have failed their tests up to 13 times with their blunders.

They were so bad other motorists and pedestrians had to take evasive action, while examiners also saw errors that could have led to pileups.

Dopes ignored traffic lights, pulled out of junctions without looking and almost mowed down pedestrians.
