Rachel Reeves must consider tens of billions of potential tax rises in the Budget to prevent “groundhog day”.

The Institute for Fiscal Studies said the Chancellor has left herself with little headroom after last year's Budget, due to policy U-turns and higher borrowing costs. Director Helen Miller, below, said: "Last autumn, the Chancellor pronounced she wouldn't be coming back with more tax rises. She almost certainly will. This coming Budget will feel like groundhog day."
