As the world races to deliver on Sustainable Development Goals (SDGs), the question of how to mobilise the trillions needed for climate action, resilience, and inclusive growth has never been more urgent. For Thailand, this is not an abstract challenge — it is a call to action that is being answered with innovation, ambition, and transparency.

Mobilising funds for green action

In November 2024, Thailand became the first country in Asia — and the third in the world — to issue a Sustainability Linked Bond (SLB406A) amounting to 30 billion baht. As of June 2025, the outstanding amount of this type of bond stood at 98 billion baht.

In partnership with the United Nations Development Programme (UNDP) and with financial support from the Foreign, Commonwealth and Development Office (FCDO) through the Climate Finance Network, Thailand has now passed another critical milestone, publishing the country's first performance verification report against one of the bond's two performance indicators, specifically the number of Zero Emission Vehicles (ZEVs) registered each year.

According to the verification process, the Key Performance Indicator (KPI) 2 adheres to international principles, guidelines, standards and practices, and the quality of data from the Department of Land Transport — on the baseline annual registrations in 2023 and the target annual registrations in 2024 — is in line with international practices.
