Odisha is charting a bold path to emerge as the Textile Capital of Eastern India by 2030 under the leadership of Hon'ble Chief Minister Shri Mohan Charan Majhi. What is the vision behind positioning Odisha as the “Textile Capital of Eastern India by 2030, and what key milestones have been identified to achieve this goal?
Odisha's vision is to emerge as a globally competitive, future-ready textile and apparel hub by 2030, anchored in sustainability, inclusivity, and end-to-end value chain integration. By positioning itself as the “Textile Capital of Eastern India," the state aims to generate over 1 lakh direct employment opportunities, especially for women and rural youth, while attracting over ₹2,500 crore in private investment.
Key milestones include:
- Operationalisation of dedicated textile and apparel parks in Keonjhar, Balangir, Ganjam, Sambalpur and Jagatsinghpur, along with other strategic locations.
- Development of Footwear Park in Cuttack
- Development of the Technical Textile and Yarn Park in Bhadrak through the IOCL-MCPI JV.
- Skilling of over 1 lakh youth through industry-aligned training programs.
- Establishment of sustainable infrastructure, including CETPs and worker hostels.
- Creation of value chain clusters that integrate farm-to-fibre-to-fashion-to-foreign.
Several major players like MAS Holdings, Shahi Exports, Aditya Birla, and Page Industries are investing in Odisha. What factors have contributed to making the state an attractive investment destination for the textile and apparel sector?
Odisha has emerged as a compelling destination for textile and apparel investments due to a combination of policy leadership, infrastructure readiness, and workforce availability.
Key enablers include:
- Progressive Incentive Frameworks under IPR 2022 and the Odisha Textile & Apparel Policy 2022, offering capital subsidies (30-40%), wage subsidies,
power incentives, and 100% SGST reimbursement.
