Tobacco is the leading cause of cancer in India – whether in form of smoking or smokeless. While few State Government across India have banned some forms of chewable tobacco, no State in India has yet banned cigarettes, bidis and other forms of tobacco that can be smoked. According to medical experts, smoking tobacco is much more harmful than other forms of tobacco. The reluctance of the governments to lose revenue due to this high sale product or intense lobbying by the multi-million worth manufacturers or simply vote bank could also be a reason. But the larger question is whether such prohibitions actually work in our country? It has been observed in India that banning such substances actually increases the likelihood of black-marketing. This is because, the subject falling in State List of the Constitution, Centre is not empowered to legislate in this regard, per se. Resultantly, the States which do impose a ban, are flooded with illegal imports from the neighbouring States which might not have banned the particular substance. Therefore, the need of the hour is complete prohibition of the said substances, if at all the Government is really concerned about the health of its citizens.
