In the December issue we examine the close historical relationship between postage stamps and revenue stamps, looking in particular at the periods when fiscals served as postals, and postals served as fiscals. We also take a close look at what life was like as a German colony before World War I. There are not many stamps celebrating the experience, but a long set from Togo goes into surprising detail.
