APPARENTLY annoyed at moves to curtail his role as the chancellor of universities, Governor Arif Mohammed Khan has taken the state government to task for "ruling through ordinances", and refused to give his assent for the re-promulgation of 11 ordinances that were set to lapse on Monday.
Khan said he cannot endorse the ordinances without applying his mind on the matter and getting a proper explanation from the government.
