Bangladesh is in the process of updating its Model Production-Sharing Contract (MPSC) to facilitate particularly offshore hydrocarbon exploration. The MPSC 2022 has already been drafted and is waiting for the government’s approval. The government has taken the initiative to update the PSC aimed at attracting international companies so that they make risky investments in the Bay of Bengal. The government has expedited the process amid high volatility in the global energy market that affected the country badly. A few previous attempts by the present government to explore offshore fell flat apparently due to less than adequate incentives for the investors. A few of the IOCs also signed agreements in this regard, but later left the country after relinquishing the contracts as the government did not pay heed to their request for raising prices for gas to be produced. Against this backdrop, the government this time in the updated PSC is going to offer lucrative incentives to the investors, demonstrating its desperate bid to develop domestic resources. However, many are expressing skepticism about whether even a good gesture of the government would be able to attract the IOCs during this adverse fossil fuel investment environment.

Whatever challenges may come, there is no scope for the country to keep its fingers crossed for ensuring energy security and sustainable development. The government will have to make a desperate effort in this regard, but at the same time by upholding the country’s interest in the negotiations as best as possible.

d) Develop a group of reporters in this field

Bangladesh is an energy deficit country like other countries in the region and most of the people do not have adequate access to the energy and power. The country is completely dependent on fossil energy source; at the same time, it is one of the most inefficient energy using countries in the world.

It lacks efficiency in planning, management, generation, distribution, load management and even at the end user level consumption.

In spite of the above drawbacks, issues relating to utilization of renewable energy, exploring alternative use of energy, planned use of environment friendly energy are significantly undermined in Bangladesh.

The biggest challenge of Bangladesh is to find a path for balanced growth of its energy sector. Despite its resource constraints, EP dynamically strives to provide theenergy sector with a flow of information and create public awareness; so that policymakers get guidelines and platforms for its sustainable development.
