Solicitor General Menardo Guevarra said the move aims to determine if Guo is illegally "holding or exercising a public office." This developed as even President Marcos said he is puzzled by the identity of Guo, whose Filipino citizenship has been questioned and who has been tied to illegal offshore gaming operations in Bamban.
In a media interview in Cagayan de Oro City yesterday, Marcos noted that the government has long investigated Guo.
"Because we conducted a raid in Bamban and we saw the documents, so we questioned whether they are authentic. So how was she able to run for mayor?" the President said after distributing aid to sectors hit by El Niño.
"I know all the politicians from Tarlac and nobody knows her. That is why we are wondering where she came from. How did this happen?
We do not know," he added.
