Marc Houlton contacted The Herald, saying that a grassed area at the junction of Derriford Road and Plymbridge Lane had been left in a poor state after what he believed to be work on nearby traffic lights.
The Herald contacted Plymouth City Council to raise the matter, which in turned raised it with the National Grid.
It is understood that the work by the National Grid was on its own infrastructure and not on the traffic lights, and not by Plymouth City Council or any contractor it directly engaged.
