She, however, clarified that 11 items when sold loose, and not pre-packed or pre-labelled, won't attract GST. Sale of such items may therefore see rise in demand, she said. The items that will not attract GST when sold loose include pulses, wheat, oats, maize, rice, flour, suji, besan, puffed rice and curd.
"All states, including non-BJP states (Punjab, Chhattisgarh, Rajasthan, Tamil Nadu, West Bengal, Andhra Pradesh, Telangana, Kerala) agreed with the decision. This decision of the GST Council is yet again by consensus," Sitharaman said in a series of tweets.
The group of ministers that recommended the changes comprised members from West Bengal, Rajasthan, Kerala, UP, Goa and Bihar and was headed by the Karnataka chief minister. "It carefully considered this proposal, taking into account the tax leakage," she said.
