LABOUR is plotting to scrap the &pound;120million House of Lords if it wins the next election, a leaked report claims.
The party is said to be planning to replace it with an upper house of "nations and regions".
A constitutional review headed by former prime minister Gordon Brown, which has been seen by MPs and shadow cabinet ministers, recommends handing new powers to devolved governments and regional authorities.
He was asked to undertake the probe last September by Labour leader Sir Keir Starmer. The party boss pledged it would be the "boldest project Labour has embarked on for a generation". In the report, Mr Brown also recommends a crackdown on standards in parliament, including the use of a "jury" of ordinary citizens.
