It's a pattern that Russell claims will carry on because the odds are stacked against promoted sides.
He said: "I don't like the structure where one club comes up and goes straight back down because they don't have much time to recruit.
"I would make it 14 teams, with two teams coming up from the Championship, and no relegation for two years so that clubs can establish themselves."
