But the party is said to be planning to allow broadcast work and giving paid speeches on a "case-by-case basis".
Insiders said the outright ban on second jobs would exclude speaking engagements and media presenting roles.
Yet the bulk of outside income has come from these lucrative side hustles in recent years.
Hannah White, of the Institute for Government thinktank, questioned whether
Labour's plans would represent any change at all.
She said: "If some of the most lucrative things - like radio programmes, speeches and legal work can be sold as legitimate, the public will rightly ask, 'Well, what's changed?"
