SNP ministers have been warned they must make "a significantly improved" pay deal if the country is to avoid a series of strikes by council workers.
It comes as GMB and Unison announced its members in local authorities across the country will take part in two four-day stoppages over the next month.
Waste and recycling workers will walk out between August 26 and 29 as well as between September 7 and 10. The GMB said the strikes are a "direct response" to "political failure" to make an offer its members can accept.
Cosla - which represents local authorities made a revised wage rise offer of 3.5 per cent to workers.
But bosses were warned that upping the deal to the minimum five per cent demanded would cost councils another &pound;137 million.
The GMB's Keir Greenaway said: "This is a dire response to the cost-of-living crisis facing our members."
Councillor Katie Hagmann, of Cosla, said: "Leaders continue to call on Scottish Government to provide funding and flexibilities to enable an offer beyond the monies provided to date." The Scottish Government I was asked for comment.
