Carrick, 48, was last month convicted of 49 offences during his Metropolitan Police career, including 24 rapes.
It emerged he was able to remain a serving officer despite being reported to the police on nine separate allegations, including rape.
The Met, Hertfordshire, Hampshire, Surrey and Sussex forces have all found no officers should be referred to the police watchdog for misconduct.
But the Independent Office for Police Conduct said it would examine this.
Former armed officer Carrick is due to be sentenced at Southwark crown court next week.
