The shops on London's Oxford Street were raided on Monday.
It was part of a probe into 30 sweet and souvenir shops on the busy shopping street for rates evasion totalling &pound;7.9million.
Westminster City Council said few of the shops had enough customers to be viable, hinting at other possible offences.
Complaints it received had included missing display prices, products costing more than expected, out-of-date food and counterfeit products.
Council leader Adam Hug said: "This needs to stop. We will be stepping up pressure on landlords to make it clear they are responsible for Oxford Street being overrun with these kinds of stores.
"People selling overpriced and out-of-date sweets are cheating the UK taxpayer and very often swindling customers."
The Food Standards Agency warned in May not to eat counterfeit Wonka Bars as they may have been produced or repackaged unhygienically. Some were found to contain allergens not listed on the label.
The FSA said real Wonka chocolate based on Roald Dahl's stories - would have official Ferrero or Ferrara Candy Company trademarks on its label.
