The Whitehall mandarin was finalising her report as Education Secretary Nadhim Zahawi predicted it would pull no punches.
He played down questions over the independence of the findings after it emerged the PM had met the civil servant about her report's progress.
Both senior Tories and Labour backed Ms Gray's integrity yesterday.
Mr Zahawi said: "I don't know what's in the report, no one knows until Sue Gray decides to publish it.
"That's the right thing because actually she's done this, and done it properly.
"She hasn't pulled her punches on the first report and I'm certain she won't be pulling her punches on the second. If I know Sue Gray, she will deliver that report independently."
Mr Zahawi said he did not know who called the controversial meeting between Mr Johnson and Ms Gray.
