Shiner, 65, from Birmingham, will appear at Westminster magistrates' court on Monday, accused of three counts.
It follows a five-year investigation by the National Crime Agency.
Court papers say he is accused of committing fraud by false representation in 2015, so he could continue to practise as a solicitor.
He also faces two charges of dishonestly failing to disclose information.
They relate to a legal aid claim over a judicial review application. That was into a decision not to hold an independent inquiry into the 2004 death of Iraqi Hamid Al-Sweady, 19.
Shiner, who ran now-defunct Public Interest Lawyers, was struck off by the Solicitors Regulation Authority in 2017 for pursuing false torture and murder allegations against British troops.
