The National Stalking Consortium, a powerful alliance of experts and organisations, claims systemic failures within the police are hampering efforts to tackle the growing menace.
An estimated 1.2 million women and 900,000 men are victims of stalking and harassment each year.
The crime was made a specific offence 10 years ago, but the consortium claims police officers often still fail to identify behaviour patterns or treat stalking as a low-level crime.
