SOUTH Africa's democratic breakthrough of 1994 stands among the greatest political achievements in our history. After centuries of conquest, dispossession, racial exclusion, and conflict, our country chose negotiation over civil war, reconciliation over revenge, and constitutional democracy over division.

The leaders of that era, from across the political spectrum, carried a historic responsibility. They negotiated a settlement that gave birth to a new South Africa founded on human dignity, equality, freedom, and a common citizenship for all who live in it. For the first time in our history, every South African became an equal citizen under one constitutional order.

For this achievement, we remain indebted to that generation. Yet constitutional democracy was never intended to be a finished project. It was the beginning of a journey. The architects of the democratic settlement could not resolve every historical question. Their urgent task was to end colonial apartheid, prevent bloody conflict, establish democratic institutions, and create a constitutional framework capable of holding our diverse nation together. In many respects, they succeeded beyond what many believed possible.
