Panel favours enterprise value over liquidation value in insolvency cases

THE Standing Committee on Finance has recommended that assets of companies undergoing insolvency processes should be valued based on their enterprise value rather than solely on liquidation value to better reflect the corporate debtor’s potential and reduce haircuts.
The committee which submitted its 28th report presented to Parliament on December 2, 2025. The report noted that despite recovering 170.1% of liquidation value, the overall recovery of 32.8% of admitted claims isa significant shortfall. It recommended expanding the process for competitive bidding through global outreach to enhance competition and attract more viable bids.
