Enolia Pettigan McMillan was born on October 20, 1904. She was a Black educator, activist, and community leader.

When she was three years old, her family moved from Willow Grove, Pennsylvania, to Maryland in search of better educational opportunities. In Maryland, her father purchased a small farm to support the family. Despite their poverty during those early years, the family held high aspirations for their children, instilling the belief that hard work and perseverance could lead to success in any endeavor.
After attending a public, segregated high school and finding no reputable colleges in Maryland that admitted Black students, McMillan enrolled at Howard University in Washington, D.C. Due to financial constraints, she commuted to school for four years. The first scholarship awarded by the Epsilon Chapter of Alpha Kappa Alpha Sorority helped fund her undergraduate education.
