PLYMOUTH'S city council leader will have a black mark next to his name after he was found to have breached the councillors' code of conduct rules.
Documents released by Plymouth City Council have confirmed that a number of complaints were made against Conservative council leader Richard Bingley in April this year to the local authority's monitoring officer, in relation to a leaked recording made during a phone call between him and a member of the public, later identified as Danny Bamping.
The document was released last Friday by Plymouth City Council's monitoring officer and head of legal services, Emma Jackman. She noted the recording - made in February 2022 - was shared to some people in full, with excerpts posted on Twitter. She noted how during the call "comments were made concerning Plymouth City Council councillors, officers and council business"
Four Conservative councillors at the time (Cllrs Terri Beer, Nick Kelly, Maddi Bridgeman and Dave Downie) and one Independent (Cllr Chaz Singh) alleged that the words spoken by Cllr Bingley breached the council's code of conduct.
