However, more than a fifth defied the board and voted for a special shareholder resolution calling on Shell to set ambitious emissions reduction targets.
Shell's annual meeting was delayed by more than an hour and a number of people were removed by security.
At one point they had to form a human chain around the board to protect them from protesters.
