Mr Barclay said he feels the proposed five per cent increase and a one-off bonus of at least £1,655 to top up this year's salary settlement make up a "fair and balanced" offer.
He said: "This week, nurses, ambulance crews, physiotherapists and other non-medical NHS staff will begin to vote in trade union ballots on the government's pay offer.
